Oil is not formed at the Earths core, however it is one of the main energy sources along with pressure that converts organic material into gas and oil.
Oil and gas are formed by the anaerobic decay of organic material in conditions of increased temperature and pressure.
Layers of mud prevent air from reaching the organic material. Without air, the organic material can't rot in the same way as organic material rots away in a compost heap. As the layers of mud grow in thickness, they push down on the organic material with increasing pressure. The temperature of the organic material is increased processes going on inside the Earth.
Very slowly, increasing temperature, pressure and anaerobic bacteria - micro-organisms that can live without oxygen - start to act on the organic material. As this happened the material is slowly cooked and altered, like food in a pressure cooker. The energy first given to the plants by the sun is transferred and the organic matter is changed into crude oil and gas.
That was the oil company theory. Dinosaurs, vegetation and such decomposed into oil. In the seventies, every effort was made to punch holes in that finite supply theory.
If you want the answer to your question,have only to look at the core temperature of the eart.

Reality is that we can reduce our need for oil, 30% at the outside, in ten years. Nut case Obama is promising freedom from foreign oil in 10 years.
Maybe Pickens knows there is oil he just needs to get the rights to the land to put up a few wells after everyone is sold on the idea of all this wind sourced energy? I agree that wind is a great “gap” source but hey what are a few oil wells mixed in with them?I'll drink to that!
